Can a solvent be substituted directly in an existing formulation?

A direct equivalent should not normally be assumed. Resin or oil solubility, drying time, surface appearance and seal or coating compatibility should be compared in a controlled trial.

Where are VOC or flammability data verified?

Verify them from the current SDS and technical data for the supplied grade. The generic product name is not sufficient for an exact classification or flash point.
